NAIROBI, Kenya, Dec 2 – The Public Service Commission (PSC) has shortlisted ten candidates to fill the position of Second Deputy Governor of the Central Bank of Kenya (CBK).
Among those on the list include James Lopoyetum, Susan Koech, Micheal Mwebesa, Former Capital Markets Authority (CMA) Chief Executive Officer Paul Muthaura, and Munir Ahmed.
Others are former Higher Loans Education Board CEO Charles Ringera, Jean Awinja, Gerald Arita, Rose Ngugi, and Fredrick Oyugi.
They will appear before the Public Service Commission for interviews on December 13 and 14.
CBK has been without a second deputy governor for the past seven years.
This was in breach of the law and it attracted the attention of the Office of the Auditor General.
“The Central Bank of Kenya Act, Cap 491 states that there shall be two deputy governors who shall be appointed by the President through a transparent and competitive process and with the approval of Parliament. During the year under review, only one Deputy Governor was in office,” the Auditor General stated in an audit of CBK books to June 30, 2022.
“There was no amendment to the CBK Act to provide for a reduction in the number of Deputy Governors.”
The current CBK governor Patrick Njoroge has been serving with only one deputy in Sheila M’Mbijjewe.

Previously under Njuguna Ndungu, the CBK also had a single deputy governor in Haron Sirima.
For appointment to the deputy governor position, a person must be a person of integrity and meet requirements of chapter six of the constitution.
The deputy governor shall hold a term of four years but is eligible for reappointment for another term.
The CBK deputy governor performs functions assigned by the Central Bank of Kenya governor and is barred from engaging in any other paid employment.
