Kalonzo concerned Ruto is making pertinent decisions without cabinet approval

The Azimio One Kenya Coalition party is expressing concern over a number of pronouncements recently made by President William Ruto.

Kalonzo Musyoka, a high-ranking member of the coalition, claimed Friday that the President has made a series of high-level policy proclamations that have far-reaching implications on the future of the country since he took office last month.

The Wiper leader cited a number of other pronouncements made by the head of state during the Mashujaa Day celebrations held on Thursday.

“At the event, Ruto made a long list of declarations including specifics on the Hustler Fund and how it will operate, irrigation, housing, universal healthcare, probe into the DCI, afforestation, among others,” he said

“It is significant that the president said his government had reached out to its East African neighbors to start local manufacturing as a mid-term remedy,” Kalonzo said at a press conference in Nairobi

He also faulted the declaration by the President that a decision had been taken to construct at least 100 dams, “through public-private partnerships” to increase the land under cultivation, coming hot on the heels of his declaration to create a fund for the judiciary and the police.

According to Kalonzo, the Constitution decrees that the Executive consists of the President, the Deputy President, and the rest of the Cabinet. He says Ruto exercises the executive authority of the Republic with the assistance of the Deputy President and Cabinet Secretaries and that the Constitution does not give the president the leeway to impose decisions on the country.

“As far as Kenyans know, Ruto has no Cabinet. His nominees for Cabinet secretaries are currently undergoing mandatory vetting by the National Assembly. Nominees for Principal Secretary positions are equally going through the same vetting process,” Kalonzo charged

“As believers in the Constitution of 2010, the rule of law, and due process, we are deeply concerned about the trajectory the regime is taking,” he said

In the absence of a Cabinet, the former Vice President wondered where the declarations are coming from.

“Who is making these decisions and coming up with the fundamental proposals that Ruto is declaring? He posed

“Is the outgoing cabinet making fundamental and binding decisions for the incoming cabinet? Are the members of the proposed cabinet that is being vetted already making decisions before they are sworn in and take the oath of office? Is Ruto acting alone? Who is making these fundamental policy decisions?” he asked

Kalonzo, further questioned where the report leading to the ongoing purge of the DCI emanated from and who made the decision that Kenya would henceforth manufacture fertilizers jointly with a neighboring country.

“Ruto appears to be shifting fundamental decision-making from the government to himself and, partially, Party. We fear that these events are an early insight into the intentions of the Kenya Kwanza leadership and the future direction of the regime,” he argued

Kalonzo now claims that the President is moving away from the more collective and collegial leadership style characteristic of his predecessors, the Kibaki and Uhuru regimes.
