The government has allowed foreign missions to engage directly with all ministries and state departments.
“The Ministry of Foreign and Diaspora Affairs of the Republic of Kenya presents its compliments to all Diplomatic and Consular Missions, United Nations Agencies, and International Organisations in Nairobi and has the honour to inform as follows:
“Whereas the Vienna Convention on Diplomatic Relations entrusts all official business with the receiving State to be conducted through the Ministry of Foreign Affairs, it has been agreed in the interest of efficiency, that the Missions may communicate directly with Ministries, Departments, and Agencies (MDAs) of the Government of Kenya without going through Ministry of Foreign and Diaspora Affairs,” the letter read in part.
The ministry, however, said it should be kept abreast at all times of any engagements.
“A copy of the correspondence should however be shared with the Ministry. In the interest of coordination, the forgoing is subject to the requirement by the Missions to avail a report to the Ministry of Foreign and Diaspora Affairs on the held deliberation and decision undertaken within three days of the meeting,” the letter stated.
For meetings that involve more than one ministry, the foreign missions have been advised to consult the Office of the Deputy President.
“For requests of meetings of cross-cutting nature and that involve more than one ministry, it is advised that such requests should be made through the office of the Deputy President for coordination purposes.
“The Ministry of Foreign and Diaspora Affairs of the Republic of Kenya avails itself of this opportunity to renew to all Diplomatic and Consular Missions, United Nations Agencies, and International Organisations in Nairobi, the assurances of its highest consideration,” the letter added.
