Speaking while appearing before the committee on appointment on Sunday, August 4, 2024, Muturi also pointed out that there is a skewed and corrupt process of recruitment at the PSC. Muturi said that there is a need for efficiency and effectiveness in public service.

“I want to raise the issue of corruption in recruitment. There is a lot of opaqueness in the recruitment process; positions are advertised when people are shortlisted, and you don’t know what happens thereafter. We have seen reports on skewed placements. We must ensure fairness in the public service,” he revealed.

The former Attorney General (AG) added that the commission needs to have policies and programmes that will help to identify which counties have representation before making recruitment.

“Every part of Kenya deserves to serve in the civil service. We need policies and programmes that allow absorption. First of all, before making placements, there needs to be an indication of how many people are in service and from which counties to ensure that those counties that didn’t have representation here get a chance to serve in the civil service, but we must look for ways to do that,” Muturi said.
